Would “transboundary water” sharing improve water crisis conditions?

World Water Day theme for the year 2009, is “transboundary water,” this year, the focus of is on transboundary waters: sharing water, sharing opportunities across the borders of nations. Geographical boundaries of 145 countries are connected with 263 transboundary lakes and river basins. Also the major reservoirs of fresh water are also silently resting at cross country borders in underground aquifers.The primary objectives are to support Member States in their efforts to improve the management, conservation, and sustainable use of water resources by promoting social and economic growth. Majority of the countries are fighting to suffice their water requirements from available resourses, which are not enough to overcome the needs of people. The water demand figures are higher then the supply statistics. Do you think the implementation of transboundary water sharing would improve water crisis conditions?
